TRADUCTIONS EN CONTEXTE

15. invite également la Russie à respecter la souveraineté et l’intégrité territoriale de la République de Géorgie ainsi que l’inviolabilité de ses frontières reconnues par la communauté internationale; par conséquent, condamne vivement la reconnaissance, par la Fédération de Russie, de l’indépendance des régions sécessionnistes géorgiennes d’Ossétie du Sud et d’Abkhazie, qui est contraire au droit international; note avec une grande préoccupation l’accord conclu le 17 février 2010 entre la Fédération de Russie et les autorités de facto de l’Abkhazie, sans le consentement du gouvernement de Géorgie, et prévoyant l’installation d’une base militaire russe en Abkhazie; note que cet accord est contraire aux accords de cessez-le-feu du 12 août et du 8 septembre 2008;
15. Calls on Russia to respect the sovereignty and territorial integrity of the Republic of Georgia and the inviolability of its internationally recognised borders, and therefore strongly condemns the recognition by the Russian Federation of the independence of the breakaway Georgian regions of South Ossetia and Abkhazia as contrary to international law; notes with serious concern the agreement between the Russian Federation and the de facto authorities of Abkhazia of 17 February 2010 concerning the establishment of a Russian military base in Abkhazia without the consent of the Government of Georgia and notes that such an agreement is in contradiction with the Ceasefire Agreements of 12 August and 8 September 2008;

42. prend acte de la participation actuelle de l'Union européenne aux processus de règlement des conflits dans la région et estime que l'entrée en vigueur du traité de Lisbonne justifie qu'elle joue un rôle plus important encore; exprime tout son soutien au représentant spécial de l’UE dans le Caucase du Sud, M. Peter Semneby; salue le travail de la MSUE en Géorgie et souhaite que l’Union européenne s’emploie davantage à convaincre la Russie et les autorités de facto concernées de lever le blocage qui empêche cette mission de pénétrer en Ossétie du Sud et en Abkhazie; estime que l'Union a à présent l'occasion de faciliter le règlement du conflit dans le Haut-Karabakh et souligne l'importance de sa contribution à cet égard; est d'avis que le rôle de l'UE au sein du groupe de Minsk doit donc immanquablement être renforcé par l'octroi d'un mandat européen à la coprésidence française de ce groupe; invite la Commission à étudier la possibilité d’apporter une aide et une assistance humanitaires à la population du Haut-Karabakh ainsi qu’aux personnes déplacées et aux réfugiés qui ont fui cette région; demande à la Commission et à M. Semneby de réfléchir à l’extension, en faveur du Haut-Karabakh, des programmes de distribution d’aide et de diffusion d’informations déployés en Abkhazie et en Ossétie;
42. Takes note of the current EU involvement in conflict resolution processes in the region and believes that the entry into force of the Lisbon Treaty justifies a more prominent role for the EU; fully supports the EU Special Representative (EUSR) for the South Caucasus, Peter Semneby; welcomes the work of the EUMM in Georgia and calls for increased EU action to persuade Russia and the relevant de facto authorities to stop blocking the EUMM from entering South Ossetia and Abkhazia; considers that the EU now has the opportunity to support the resolution of the Nagorno-Karabakh conflict and underlines the importance of the EU contribution in this regard; therefore finds it inevitable for the EU’s role in the Minsk Group to be upgraded through the establishment of an EU mandate for the French Co-Chair of the Minsk Group; calls on the Commission to explore the possibility of providing humanitarian aid and assistance to the population in the Nagorno-Karabakh region as well as to the IDPs and refugees who fled the region; asks the Commission and EUSR Semneby to consider extending to Nagorno-Karabakh aid and information dissemination programmes as in Abkhazia and Ossetia;

M. whereas new tensions have arisen in Abkhazia and South Ossetia, where the situation is deteriorating due to steps taken by the Russian Federation, including the announcement by the Russian Ministry of Foreign Affairs on 16 April that official ties were to be established with institutions of the de facto authorities in South Ossetia and Abkhazia, the announcement by the Russian Ministry of Defence on 29 April that the number of CIS 'peacekeepers' in Abkhazia was to be increased and the incident involving the downing of a Georgian unmanned aerial vehicle by a Russian fighter plane in Georgian airspace on 20 April,

exprime sa profonde désapprobation vis-à-vis de l'annonce de la Russie indiquant qu'elle compte établir des liens officiels avec les institutions des autorités séparatistes d'Ossétie du Sud et d'Abkhazie; déplore, à cet égard, la décision prise le 31 mai 2008 par le ministère russe de la défense d'envoyer des forces militaires en Abkhazie pour rétablir l'infrastructure ferroviaire et routière dans la région séparatiste conformément au décret présidentiel;
Expresses its deep disapproval at Russia's announcement that it would establish official ties with institutions within the separatist authorities of South Ossetia and Abkhazia; deplores, in this regard, the decision taken by the Russian Ministry of Defence on 31 May 2008 to send its forces to Abkhazia to restore the rail and road infrastructure in the breakaway region in accordance with the presidential decree;

calls on Russia to comply with the terms of the August 2008 agreements terminating the conflict of which it is a signatory and to pull back its military forces to the positions held prior to the commencement of hostilities and to end their blockage of EUMM access to the territories of Abkhazia and South Ossetia;

L'UE entend s'impliquer d'avantage dans la résolution des conflits «gelés» (Transnistrie, Abkhazie, Ossétie du Sud, Nagorno-Karabakh).
The EC advocates a more active role in addressing frozen conflicts (Transnistria, Abkhazia, South Ossetia, Nagorno-Karabakh).

La Commission recommande que l'Union européenne joue un rôle plus actif en s'engageant davantage, d'un point de vue politique, dans les efforts actuellement déployés pour résoudre les conflits (Transnistrie, Abkhazie, Ossétie du Sud et Nagorno-Karabakh.); elle a proposé que l'Union européenne examine les moyens de renforcer sa participation, par exemple dans le domaine de la surveillance .
The Commission advocates a more active EU role through increased political involvement in ongoing efforts to address the conflicts (Transnistria, Abkhazia, South Ossetia and Nagorno-Karabakh) and has proposed that the EU should also look at ways of enhancing its participation e. g. in monitoring.

Malheureusement, on ne relève aucun signe clair de possibles solutions aux conflits qui ont par exemple pour objet le Haut-Karabakh, l'Ossétie du Sud ou l'Abkhazie.
Unfortunately, there are no clear signs of solutions to the conflicts concerning, for example, Nagorno-Karabakh, South Ossetia or Abkhazia.
