Reiterates that international cooperation for peaceful purposes is a basic value of the European Union and is at the heart of its policies; considers that international cooperation should promote European technology, infrastructure and services, scientific, technical and industrial excellence, optimal data access for European users, knowledge sharing and interoperable development of applications useful for meeting the great societal challenges that Europe and the world are currently facing; points out that the European Union should be a leader in the space field and maintain a substantial strategic role at world level, particularly in the international negotiations on the Space Situational Awareness System and space exploration; stresses that work in the space policy sector may be made more effective through industrial cooperation and sharing of investment in major programmes, such as the International Space Station;

D. considérant que la décision des États‑Unis de stationner dix missiles antibalistiques en Pologne ainsi que des stations radars en République tchèque n'ont fait que tendre davantage les relations entre les deux parties et que la Russie a menacé de suspendre la mise en œuvre du Traité, signé en 1990, sur les forces conventionnelles en Europe jusqu'à ce que tous les membres de l'OTAN l'aient ratifié,
D. whereas the US decision to station 10 interceptor missiles in Poland with radar operations in the Czech Republic has further strained relations between the two sides, with Russia threatening to stop implementing the 1990 Treaty on Conventional Forces in Europe until all NATO members have ratified it,

14. considère qu'il est essentiel de cimenter et d'étendre la traditionnelle coopération avec les États-Unis dans un secteur qui se prête - de par ses caractéristiques - à la coopération scientifique internationale et invite vivement la Commission à préciser quel rôle elle souhaite attribuer à la station spatiale internationale (ISS), en tenant compte de la nouvelle stratégie spatiale que les États-Unis sont en train de développer; estime, en ce qui concerne la coopération avec la Russie, que l'Europe doit s'engager dans l'installation du système Soyouz à la base européenne de Kourou, notamment en vue d'assurer la disponibilité d'une capsule habitée, qui pourrait ouvrir à l'Europe la perspective de devenir un partenaire à part entière dans les projets internationaux de vols habités;

Considers it essential to cement and extend the traditional cooperation with the US, in a sector that is suited by its characteristics to international scientific cooperation, and urges the Commission to specify what role it wishes to assign to the International Space Station (ISS), taking into account the new space strategy that the US is developing; takes the view, as regards cooperation with Russia, that Europe must become involved in installing the Soyuz system at the European base of Kourou, with a view not least to ensuring the availability of a manned capsule, which could open up the opportunity for Europe to be a full partner in international manned flight projects;
