5. In the period leading up to the definitive adoption of that Regulation, the Community and its Member States agree on the following: (i) Measures to be carried out under the EPRD will be mainly in the following fields: education and training, health, urban and rural development, support for the private sector, in particular SMEs, and for regional integration, strengthening of institutions (including support for the public service) and organisation of local communities, democratisation and defence of human rights (ii) The procedures for implementing the EPRD will be as follows; dialogue with the new government on sectoral and geographical priorities, in the framework of a structured approach to development; maintenance of diversified cooperation coordinated by the South African government, also involving provincial and local public administrations and agencies, NGOs and local communities, international organizations, institutes and private operators, and calls for local contributions and co-financing to implement measures; simplification and gradual alignment of procedures for allocating resources and implementing the EPRD on those of other European Union development programmes (iii) The Commission will in the meantime continue to submit its financing proposals to the Group of Experts from the Member States responsible for implementing the Community's Special Programme for South Africa.
