19. Points out that the limited nature of the measures adopted by the EU in response to the invasion of Ukraine by Russia is also due to the Union’s strong dependence on the Russian Federation as regards energy supplies; considers it of the utmost importance in this regard to reduce the EU’s dependence on Moscow and on other authoritarian regimes, and to consider the possibility of a full boycott, while putting in place concrete alternatives to help those Member States that currently rely on Russia as single supplier; calls, in this regard, on the Commission to work for the full implementation of the Third Energy Package and to support energy efficiency projects, since this would make additional pipeline capacities such as the South Stream redundant, and also to effectively diversify energy sources by developing renewables; urges Member States not to engage their public companies in projects with Russian companies that increase European vulnerability and aim at isolating Ukraine, such as South Stream;

22. se félicite de la décision du gouvernement bulgare d'interrompre les travaux sur le projet South Stream; s'inquiète toutefois vivement de la décision du gouvernement autrichien de continuer d'investir dans ce projet et de celle du gouvernement hongrois de signer un accord avec la Russie dans le domaine de l'énergie nucléaire; est convaincu que la visite récente du président Poutine à Vienne et la signature d'un contrat autour de South Stream entre ÖMV et Gazprom infligent un sérieux revers à l'objectif de mettre en place une approche européenne cohérente face à la crise en Ukraine ainsi qu'une politique européenne commune en matière de sécurité énergétique;
22. Welcomes the decision of the Bulgarian government to halt works on the South Stream project; is, however, deeply concerned at the recent decision of the Austrian government to further invest in the South Stream project, as well as the decision of the Hungarian government to sign an agreement on nuclear energy with Russia; is convinced that the recent visit of President Putin to Vienna and the signature of a South Stream-related contract between OMV and Gazprom represent a severe setback regarding the aim of creating a consistent European approach to the crisis in Ukraine, and, notably, a European energy security policy;

Elle doit intensifier ses efforts d’alignement dans le domaine de l’énergie, notamment en ce qui concerne le gazoduc South Stream.
Serbia needs to step up its efforts towards alignment in the field of energy, including when it comes to the South Stream gas pipeline.

Expresses its support for projects to diversify sources and routes of supply, particularly the development of a southern gas corridor including the Nabucco, the Turkey-Greece-Italy Gas Interconnector (TGI), and South Stream projects; stresses the need to work with the countries concerned, notably in the Caspian region; considers it of great importance that in the longer term, when political conditions permit, supplies from other countries in the region, such as Uzbekistan and Iran, should represent a further significant source of supply for the European Union;

Tout récemment, lors de la signature entre la Bulgarie et la Fédération russe de l'accord sur le projet South Stream (et, parallèlement, d'un contrat, d'une valeur de 4 milliards d'euros, pour la construction de la centrale nucléaire de Belene par la société russe Atomstroiexport – une première sur le territoire de l'Union européenne), le Président Poutine n'a pas hésité à évoquer, dans une déclaration à la presse, la rémunération politique à laquelle prétend la Russie. Il a en effet déclaré que le plus important pour la Russie était que la Bulgarie ne mène pas une politique de défense soumise aux impératifs de sécurité d'autres pays, et que ses nouvelles obligations en tant qu'alliée de l'OTAN ne devaient pas devenir un obstacle à l'extension de ses relations avec la Russie.
On the occasion of the recent signing of the South Stream agreement between Bulgaria and the Russian Federation (along with an agreement worth EUR 4 billion on the construction of the Belene nuclear power plant by the Russian company Atomstroyexport - the first contract of this kind to be concluded within the EU), President Putin did not hold back from referring in a press release to the political price that Russia is placing on the agreement: 'The most important thing for us is that Bulgaria should not develop a defence policy that is subject to the security interests of other countries. Bulgaria's new commitments as a NATO ally should not become a barrier to the expansion of its relations with Russia'.
