As the Atlantic Ocean is a shared resource, the Commission has also begun steps towards a gradual internationalisation of the Atlantic Strategy. To this end, a joint declaration on an Atlantic research partnership is to be signed with the USA and Canada on 24 May in Galway, Ireland.

Ce plan d’action, qui fait suite à la stratégie pour l'Atlantique adoptée par la Commission en 2011 (voir IP/11/1456), a pour but de montrer comment les États membres de l'Union européenne bordant l'Atlantique, leurs régions et la Commission peuvent contribuer à créer une croissance durable dans les régions côtières et à stimuler l'«économie bleue», qui pourrait permettre de créer 7 millions d’emplois en Europe d’ici 2020.
The Action Plan follows from the Atlantic Strategy the Commission adopted in 2011 (see IP/11/1456). It aims to show how the EU's Atlantic Member States, their regions and the Commission can help create sustainable growth in coastal regions and drive forward the "blue economy", which has the potential to provide 7 million jobs in Europe by 2020.

The eligible areas include the following 13 groups of regions: Western Mediterranean, Alpine Space, South-West Europe, North-West Europe, North Sea Region, Baltic Sea Region, Northern Periphery, CADSES (Central, Adriatic, Danubian and South-East Europe), "Archimed", Atlantic Area and Outermost Regions.

Owing to their geographical position in the Caribbean, the northern edge of South America, the eastern Atlantic in the vicinity of the African coast, and the Indian Ocean, the outermost regions are situated close to third countries tied to the European Union by association agreements (e.g. ACP, Morocco, Mexico, South Africa) or independent preferential arrangements (e.g. Latin America).
