What we have undertaken to do, as a result of the most recent federal-provincial ministers meeting, is to have Agriculture and Agri-Food Canada and the Canadian Food Inspection Agency meet with the senior policy representatives from the provincial governments and meet with the representatives of the industry organizations to come up with a consensus as to where we can legitimately go, to provide the types of oversight and inspection services that people are expecting, to find out who would be the appropriate body to do that, and to determine what type of recognition would be required.

Pour ce qui est des prestations au survivant qui passeraient de 50 p. 100 à 70 p. 100, j’ignore quel en serait l’impact fiscal, mais je crois qu’il faut tenir compte du contexte où on vise à accroître la participation des femmes sur le marché du travail et déterminer si oui ou non, à l’avenir, lorsqu’un plus grand nombre de femmes auront contribué au RPC et seront elles-mêmes admissibles à des prestations, le besoin sera encore présent, compte tenu du changement de composition de la population des femmes âgées, dont il y a de fortes chances qu’un plus grand nombre, à l’avenir, n’aient pas été des mères mariées qui sont demeurées à la maison et se sont occupées de la famille, etc.
With regard to the survivor benefits moving from 50% to 70%, I don't know what the fiscal impact of that is, but I do think it needs to be taken into the context of increasing labour market participation of women and whether or not in the future, when more women have contributed to the CPP and would be eligible themselves for actual benefits, the need would still be present, given the change of composition of the senior women population, many of whom in the future will be less likely to have been married moms who stayed home and looked after the family, and so on. But we could certainly endeavour to find out.

We will look at such measures as effectiveness, the extent to which the proposed measure would influence behaviour toward the desired environmental objective, including consideration of whether the tax measure can be targeted effectively; the fiscal cost, what would be the forgone revenue, and then, of course, we would relate the fiscal cost to the benefits in terms of the environment, essentially to achieve a cost-benefit type of assessment; efficiency, how the measure would affect resource allocation decisions in the economy and essentially whether it would help sustain growth or impede growth as at least one element of the analysis; fairness, because if we're talking about a tax or a tax relief measure, one has to look at who benefits, who pays, basically, and what that would look like in terms of fairness across businesses, sectors, households, and regions; and simplicity, whether citizens would be able to understand the measure easily, what it's supposed to do, and how costly it would be for government to administer and citizens to comply with.

(7) In addition, the abolition of exclusive and special rights on the provision of voice telephony would have little or no effect, if new entrants would be obliged to use the public telecommunications network of the incumbent telecommunications organizations, with whom they compete in the voice telephony market. Reserving to one undertaking which markets telecommunications services the task of supplying the indispensable raw material, i.e. the transmission capacity, to all its competitors would be tantamount to conferring upon it the power to determine at will where and when services can be offered by its competitors, at what cost, and to monitor their clients and the traffic generated by its competitors, placing that undertaking in a position where it would be induced to abuse its dominant position. Directive 90/388/EEC did not explicitly address the establishment and provision of telecommunications networks, as it granted a temporary exception under Article 90 (2) of the Treaty in respect of exclusive and special rights for the by far most important service in economic terms provided over telecommunications networks, i.e. voice telephony. However, the Directive provided for an overall review by the Commission of the situation in the whole telecommunications sector in 1992.
