14. souligne qu'il importe que la communauté internationale apporte, conformément au droit international, une protection et une assistance, y compris militaires, à tous ceux qui sont ciblés par le soi-disant groupe "EIIL/Daech" et d'autres organisations terroristes au Proche-Orient, notamment les minorités ethniques et religieuses, et qu'il importe que ces personnes participent à l'élaboration de solutions politiques durables pour l'avenir; demande à toutes les parties au conflit de respecter les droits de l'homme universels et de faciliter la fourniture d'aide et d'assistance humanitaire par tous les moyens possibles; demande la mise en place de couloirs humanitaires; est d'avis que des refuges sûrs, protégés par des forces mandatées par les Nations unies, pourraient constituer un élément de la réponse à apporter si l'on veut relever le défi de taille que représente la fourniture d'une protection provisoire à des millions de réfugiés, victimes du conflit qui sévit en Syrie et en Iraq;

Stresses the importance of the international community providing protection and aid, including military protection and aid, in accordance with international law, to all those targeted by the so-called ‘ISIS/Daesh’ and other terrorist organisations in the Middle East, such as ethnic and religious minorities, and of such people’s participation in future political lasting solutions; calls on all parties involved in the conflict to respect universal human rights and to facilitate the provision of humanitarian aid and assistance through all possible channels; calls for the creation of humanitarian corridors; considers that safe havens, protected by UN-mandated forces, could be part of the answer to the massive challenge of providing temporary protection for millions of refugees from the conflict in Syria and Iraq;

Emphasises the need for a global system of cooperation and information exchange in tax matters; deeply regrets the absence of a timetable of concrete sanction mechanisms in order to give teeth to the so-called fight against tax havens; recalls, in this context, that it is of primary importance to put an end to the use of artificial legal persons as a way of avoiding taxation; stresses also that in the place of banking secrecy, automatic information exchange should prevail in all circumstances, and in all EU countries and dependent territories;
