Dans son avis sur le "Programme d'action communautaire pour encourager la coopération entre les États membres visant à lutter contre l'exclusion sociale" (rapporteuse : Mme Clare Carroll, Groupe des employeurs, Irlande), le CES estime qu'une approche plus courageuse est garantie au moins dans quatre domaines : (a) le développement d'initiatives novatrices et concrètes sur le terrain devrait être inclus dans les priorités; (b) les ressources devraient être augmentées et mieux réparties pour couvrir les actions des organisations de terrain; (c) la nécessité de prendre en compte l'objectif de la cohésion sociale dans toutes les politiques communautaires; et (d) une sollicitation plus claire aux États membres pour la définition d'objectifs qualitatifs en vue de l'éradication de la pauvreté.
In its opinion on the Programme of Community action to encourage cooperation between Member States to combat social exclusion (rapporteur: Mrs Clare Carroll, Employers' Group, Ireland), the ESC takes the view that a bolder approach is warranted in at least four areas: (a) the development of innovative and concrete initiatives on the ground should be included in the priorities; (b) funding should be increased and better targeted towards the activities of the organisations in this field; (c) the need to take account of social cohesion as an objective in all Community policies; and (d) a clearer call for Member States to set out qualitative objectives for eradicating poverty.

In its opinion adopted today (rapporteur: Ms María Sánchez Miguel, a member of the Committee's Workers' Group and a representative of the Spanish Trade Union Comisiones Obreras) the European Economic and Social Committee calls for a broad EU environmental liability scheme which besides covering damage in the traditional sense of the term, also adresses damage to the environment and to biodiversity.
