This is the document from the February 1994 budget that pertains to the Department of National Defence, and out of 18 pages there is one bullet that relates to this project, under a section that is entitled, I think, “Rationalization of Bases”: “The existing DND-owned lands associated with the Downsview site will be held in perpetuity and in trust primarily as a unique urban recreational green space for the enjoyment of future generations”.
