L'honorable John Lynch-Staunton (chef de l'opposition): Honorables sénateurs, le projet de loi C-55 tel qu'amendé est tout simplement inacceptable, puisqu'il constitue un véritable abandon de la politique sur les périodiques qui a vu le jour il y a près de 40 ans et qui a été reprise sous une forme ou sous une autre par tous les gouvernements depuis, tous les gouvernements sauf le gouvernement actuel, bien sûr, qui a succombé aux menaces de sanctions commerciales, menaces d'ailleurs tout à fait illégales, de l'avis de certains députés et partisans.
Hon. John Lynch-Staunton (Leader of the Opposition): Honourable senators, Bill C-55 with amendments is simply unacceptable, as it represents a callous abandonment of a periodicals policy which had its beginnings nearly 40 years ago and has been reconfirmed in one form or another by every government since - every government, that is, but the present one, which caved in to threats of trade sanctions, and illegal ones at that, according to government members and supporters.
