6. La Commission collecte, sur la base des données disponibles auprès des États membres, des informations sur les codes, les normes ou la législation appliqués au niveau national par les États membres en matière de technologies de remplacement utilisant des solutions de substitution aux gaz à effet de serre fluorés dans les équipements de réfrigération, de climatisation et de pompes à chaleur et dans des mousses.
6. The Commission shall collect, on the basis of available data from Member States, information on national codes, standards or legislation of Member States with respect to replacement technologies using alternatives to fluorinated greenhouse gases in refrigeration, air-conditioning and heat pump equipment and in foams.

Des mesures positives ont été prises dans le cadre de la stratégie de l'UE pour le développement durable, du 6ème programme d'action pour l'environnement et du livre blanc sur le politique européenne des transports en vue de réduire les émissions de gaz à effet de serre provenant du secteur des transports, notamment la directive sur les bio-carburants, avec comme objectif une part de marché de 5,75% pour les carburants de substitution d'ici à 2010, la proposition de modification de la directive sur l'eurovignette, les mesures relatives à la taxation des carburants et la directive susmentionnée relative à la taxation des produits énergétiques qui permet aux États membres d'abaisser les taux minimaux d'imposition aux carburants de substitution qui dégagent moins d'émissions de CO2.
Positive steps have been taken in the framework of the EU Sustainable Development Strategy, the 6th Environment Action Programme and the White Paper on European Transport Policy to reduce greenhouse gas emissions from transport, including the biofuels Directive, with the envisaged target of 5.75% market share of alternative fuels by 2010; the proposal for a modification of the Eurovignette Directive; measures on fuel taxation; and the above mentioned energy products taxation Directive, which allows Member States to apply lower minimum tax rates for alternative fuels generating fewer CO2 emissions.

Some Member States have adopted fiscal measures to stimulate the reduction in GHG emissions, promoting smaller, more fuel efficient vehicles (DK, BE), alternative fuels (RO) and bio-fuels (AT, BG), providing exemptions from excise duty (DK), tax subsidies (HU) and financial incentives (IT).

4. Dans ses rapports sur les réductions des émissions de gaz à effet de serre résultant de l’utilisation de biocarburants, la Commission utilise les valeurs déclarées par les États membres et évalue si la prise en compte des coproduits dans le cadre de l’approche de substitution affecte l’estimation, et de quelle manière.
4. In reporting on greenhouse gas emission saving from the use of biofuels, the Commission shall use the values reported by Member States and shall evaluate whether and how the estimate would change if co-products were accounted for using the substitution approach.
