At its meeting of 28 April 1990, the European Council confirmed its commitment to political union and took the following decision: "A detailed examination will be put in hand forthwith on the need for possible Treaty changes with the aim of strengthening the democratic legitimacy of the union, enabling the Community and its institutions to respond efficiently and effectively to the demands of the new situation, and assuring unity and coherence in the Community's international action".

28 April 1990 - At the Dublin meeting dealing with German unification, the European Council confirms its commitment to political union and decides on the following steps: - "a detailed examination will be put in hand forthwith on the need for possible Treaty changes with the aim of strengthening the democratic legitimacy of the union, enabling the Community and its institutions to respond efficiently and effectively to the demands of the new situation, and assuring unity and coherence in the Community's international action"; - "the European Council in June the holding of a second intergovernmental conference to work in parallel with the conference on economic and monetary union".

A ce propos, le Conseil européen a confirmé son engagement à l'égard de l'union politique et a décidé les mesures suivantes : i) un examen détaillé sera entrepris immédiatement sur la nécessité d'apporter d'éventuelles modifications au traité en vue de renforcer la légitimité démocratique de l'Union, de permettre à la Communauté et à ses Institutions de répondre efficacement et de manière effective aux exigences de la nouvelle situation et d'assurer l'unité et la cohérence de l'action de la Communauté sur la scène internationale. - 5 - ii) les ministres des Affaires étrangères entreprendront cet examen et cette analyse et élaboreront des propositions qui seront discutées lors du Conseil européen de juin en vue de parvenir à une décision sur la tenue d'une seconde conférence intergouvernementale dont les travaux se dérouleraient parallèlement à ceux de la conférence sur l'union économique et monétaire, en vue d'une ratification par les Etats membres dans les mêmes délais.
In this context the European Council confirmed its commitment to Political Union and decided on the following steps: i) a detailed examination will be put in hand forthwith on the need for possible treaty changes with the aim of strengthening the democratic legitimacy of the union, enabling the Community and its Institutions to respond efficiently and effectively to the demands of the new situation, and assuring unity and coherence in the Community's international action. ii) Foreign Ministers will undertake this examination and analysis, and prepare proposals to be discussed at the European Council in June with a view to a decision on the holding of a second intergovernmental conference to work in parallel with the conference on Economic and Monetary Union with a view to ratification by Member States in the same timeframe.
