IN-CONTEXT TRANSLATIONS

La Commission encourage les États membres (les autorités nationales et régionales concernées) à: · s’efforcer de mieux aligner leurs instruments de financement sur les initiatives de financement de l’UE et, partant, d’obtenir une meilleure synergie; cela vaut entre autres pour leurs programmes de recherche et d’innovation, en particulier lorsqu’ils sont liés à des initiatives de programmation commune et à l’AAD; · recourir au besoin aux Fonds structurels, en respectant les priorités du partenariat, notamment pour: – renforcer l’utilisation, la qualité et l’interopérabilité des TIC, notamment en matière de santé en ligne, et consolider la recherche, le développement technologique et l’innovation; – promouvoir l’inclusion sociale et combattre la pauvreté, y compris en investissant dans les infrastructures sanitaires et sociales; – promouvoir la lutte contre les discriminations à l’encontre des personnes âgées tant dans l’accès au marché de l’emploi que sur les lieux de travail (modèles innovants et accessibles d’organisation du travail adaptés aux personnes âgées, vie professionnelle plus longue et plus saine, etc.); – stimuler les investissements visant à moderniser les systèmes nationaux et régionaux de santé, et donner la priorité, non plus aux soins en établissement, mais aux soins de proximité, tout en favorisant l’autonomie des personnes; · envisager d’englober les priorités et les objectifs du partenariat dans leurs priorités stratégiques afin de pouvoir recourir aux Fonds structurels; · s’engager dans les activités du partenariat par la voie de marchés publics portant sur des solutions innovantes performantes.
The Commission encourages Member States (including relevant national and regional authorities) to: · work towards better alignment and synergies of their funding instruments with EU funding initiatives; this includes their research and innovation programmes, in particular in connection with relevant Joint Programming Initiatives and AAL; · make effective use of Structural Funds, in line with the Partnership priorities, as appropriate, in particular with a view to: – enhancing the use, quality, interoperability of and access to ICT including e-health, and strengthening research, technological development and innovation; – promoting social inclusion and combating poverty, including through investing in health and social infrastructure; – promoting measures to fight against discrimination of older people both in accessing the labour market and in the work place (e.g. innovative, accessible and age-friendly forms of work organisation, longer healthier working lives); – fostering investments to modernise national and regional health systems, and giving priority to a shift from institutional care to community-based care, while enhancing independent living. · consider including the Partnership priorities and objectives among their strategic priorities in order to make use of structural funds; · engage in the activities of the Partnership through the procurement of more innovative and efficient solutions.

34. demande à la Commission d'avoir recours aux systèmes d'information et de communication pour élaborer un système d'alerte précoce concernant l'absorption des fonds et de présenter au moins un rapport annuel donnant des informations, pour chaque région, sur l'absorption des crédits des Fonds régionaux et structurels et permettant ainsi au Parlement européen et au Conseil de contrôler la mise en œuvre de la politique de cohésion;

Calls on the Commission to use the information and communication systems to develop an early warning system on the absorption of the funds and to deliver at least an annual report containing information on the absorption of Regional and Structural Funds for each region, enabling the European Parliament and the Council to monitor the implementation of Cohesion Policy;

Calls on Romania to substantially increase its legislative alignment in the area of regional policy and structural instruments and to make more efforts to have the adequate administrative infrastructure at all levels to implement the Regional and Structural Funds; reminds Romania that having the instruments in place is indispensable for Romania to benefit from the substantial funds after but also from the pre-accession funds prior to accession;

Sur la base de 70 programmes régionaux (et de trois programmes nationaux consacrés à la société de l'information), il apparaît que la contribution des Fonds structurels a été significative, tant en termes financiers qu'en termes stratégiques.
On the basis of seventy regional programmes (as well as three national programmes on the information society), the Structural Funds appear to have made a significant contribution in both financial and strategic terms.

Afin de favoriser l'exécution des programmes dans les délais impartis, la Commission a entamé un travail en partenariat avec les Etats Membres de simplification des procédures d'exécution des Fonds Structurels, tant au niveau de la Commission qu'au niveau des services nationaux et régionaux.
In order to encourage the execution of programmes within the allowed deadlines, the Commission has started working in partnership with the Member States to simplify procedures for implementing the Structural Funds, both within the Commission and within the relevant national and regional departments.

Les programmes régionaux doivent être considérés comme un laboratoire d'expérimentation donnant aux régions l'occasion de tester de nouvelles idées selon des modalités qui ne sont pas toujours possibles dans le cadre des programmes principaux des Fonds structurels, étant entendu que l'objectif ultime consiste à transférer les bons résultats aux programmes opérationnels où ils pourront être reproduits à plus grande échelle.
The regional programmes should be seen as a laboratory for experimentation offering the regions a chance to test new ideas in ways that may not always be possible in the mainstream Structural Funds programmes. Nevertheless, the ultimate aim should be to transfer successful results to the operational programmes where they can be replicated on a wider scale.

Le montant global de l'intervention des Fonds Structurels (FEDER + FSE) et du FEOGA section garantie, pour ces 21 programmes régionaux et pour le programme Informatique - Présage est, pour la période 2000-2006, d'environ 7 milliards.
