Deplores the Council's inability to respect the deadlines laid down by the European Council at Tampere, Laeken, Seville and Thessaloniki for the adoption of both the proposal for a directive on common minimum European standards for the qualification and status of persons as refugees or as persons who otherwise need international protection and the proposal for a Council directive on minimum standards for procedures in Member States for granting and withdrawing refugee status; similarly, deplores the fact that the Council of Justice and Home Affairs Ministers meeting on 27 and 28 November 2003 failed to find political agreement on these two fundamental elements in the initial stage of harmonising a common asylum system based on minimum standards and decided to postpone its adoption until 2004;
