The same success can be achieved throughout the transport sector. The aim is not only to create an internal market in legal terms but also to work together with users and providers to help to make it an industrial reality. This involves enforcing the common rules and supplementing, adjusting or simplifying them for all modes where necessary on the basis of observation and experience. The internal market framework needs to enable integration between modes in order to optimise the functioning of the transport network.
