The Council supported the Commission's approach, which was to propose, without awaiting a peaceful, balanced and lasting solution to the Cyprus problem, to use all the instruments offered by the Association Agreement to help, in close co-operation with the Cypriot Government, with the economic, social and political transition of Cyprus towards integration into the European Union.

Regarding Cyprus' membership application, both sides stressed the significant developments that had taken place since the last Association Council meeting : the Commission's favourable opinion issued on 30 June 1993 confirming Cyprus' eligibility and vocation to be part of the European Union and the E.C. Council's conclusions of 4 October 1993 endorsing this opinion and supporting the Commission's approach, which was to propose, without awaiting a peaceful, balanced and lasting solution to the Cyprus problem, to use all the instruments offered by the Association Agreement to help, in close co-operation with the Cyprus Government, with the economic, social and political transition of Cyprus towards integration into the European Union.

Le présent avis montre également qu'une intégration de Chypre à la Communauté suppose qu'intervienne un règlement pacifique équilibré et durable du problème chypriote, règlement qui rendra possible la réconciliation et le rétablissement de la confiance entre les deux communautés et la coopération entre leurs dirigeants.
This opinion has also shown that Cyprus's integration with the Community implies a peaceful, balanced and lasting settlement of the Cyprus question - a settlement which will make it possible for the two communities to be reconciled, for confidence to be re-established and for their respective leaders to work together.
