La Commission estime que la stratégie en faveur des RUP doit désormais entrer dans une deuxième phase dite de maturation, notamment pour ce qui concerne les efforts de coordination du FEDER et du FED, l'intégration des RUP dans l'Espace européen de la recherche ou encore l'adaptation des SIEG aux besoins des marchés locaux.
The Commission believes that the strategy for the outermost regions must now reach fruition, particularly as regards efforts to coordinate the ERDF and EFD, the integration of the ORs into the European Research Area and the adaptation of services of general economic interest (SGEI) to the needs of local markets.
