on 2 May 1985, the text of the agreement was handed out during a meeting of the Chairman's Committee. It had been previously stated that it would be placed before the Board on 7 May 1985 and explained that the Board would be entirely at liberty to approve or reject it. It was repeated that confirmation of the agreement was subject to the Board's approval and that of the Government.
