Nevertheless, before taking a decision on this subject, it was decided that it would be necessary to have a preparation phase in order to deal with a number of issues which were still unresolved. These issues concerned participation in the network, the number of nominations per country, the balance between different types of organisation, structure, importance of comparability criteria.
