(4) A conditional extension of the general lending mandate of the European Investment Bank (EIB) to Russia and the Western New Independent States (WNIS) and to the eight Southern and Eastern New Independent States, which are partner States under Council Regulation (EC, Euratom) n°99/2000, concerning the TACIS assistance, should be envisaged to support the policy based on the Commission Communication “Wider Europe – Neighbourhood: A New Framework for Relations with our Eastern and Southern Neighbours, in accordance with the resolution of the European Parliament of 20 November 2003”.

Par conséquent, la commission des affaires étrangères réaffirme que, pour ce qui est des conditions politiques, le règlement appelé à prendre le relais du règlement TACIS devrait s'inspirer également des accords de partenariat et de coopération et prévoir explicitement une procédure de dialogue avec l'État partenaire, en faisant référence à la procédure prévue dans les accords de partenariat et de coopération, lorsqu'ils existent, ou bien en indiquant que la Commission prend contact avec les autorités de l'État partenaire pour lui signifier la préoccupation de l'Union face à certaines situations peu satisfaisantes au regard des droits de l'homme ou des minorités, ou encore des principes de l'économie de marché.
The Committee on Foreign Affairs, Security and Defence Policy therefore stresses once again that, as regards political conditionality, the follow-up arrangements to the TACIS regulation should be modelled on the partnership and cooperation agreements and expressly provide for a dialogue procedure with the partner State. This could be on the lines of the procedures provided for in the partnership and cooperation agreements, where these exist; otherwise the Commission would make contact with the authorities of the partner State, should there be an unsatisfactory situation as regards human rights, minority rights, the rights of indigenous peoples or free market principles, to make known the Union's concern.
