9. Le Conseil présente donc les éléments suivants en vue d'engager des actions que le Conseil européen d'Essen pourrait approuver : - rappeler que l'Union européenne est disposée à appuyer les pays méditerranéens dans les efforts qu'ils déploient pour transformer progressivement leur région en une zone de paix, de stabilité, de prospérité et de coopération par l'instauration d'un partenariat euro-méditerranéen et à renforcer progressivement les relations commerciales entre les parties, entre autres, sur la base des résultats du cycle d'Uruguay ; - achever d'ici à la fin de cette année les négociations avec le Maroc, la Tunisie et Israël comme l'a demandé le Conseil européen de Corfou ; - engager prochainement des négociations analogues avec l'Egypte et d'autres pays méditerranéens éligibles qui le souhaitent ; - continuer à appuyer l'Algérie sur le plan économique, comme l'a envisagé le Conseil européen de Corfou, tout en demandant qu'un dialogue s'instaure entre toutes les parties qui rejettent la violence ; - inviter la Commission et le Conseil à traduire dans les faits les principes énoncés au point 6) ; - clôturer les négociations avec la Turquie sur l'achèvement et la mise en oeuvre intégrale de l'union douanière et renforcer les relations avec ce partenaire ; - confirmer à nouveau que la prochaine phase de l'élargissement de l'Union concernera Chypre et Malte et inviter le Conseil à examiner au début de 1995 de nouveaux rapports à présenter par la Commission ainsi qu'un rapport de l'observateur européen pour Chypre. 10. The Council, therefore, submits the following elements for actions which could be endorsed by the European Council in Essen: - to reiterate the European Union's willingness to support the Mediterranean countries in their efforts to progressively transform their region into a zone of peace, stability, prosperity and cooperation by establishing a Euro-Mediterranean partnership and to strengthen progressively trade relations between the partieson the basis inter alia of the results of the Uruguay Round; - to conclude, by the end of this year, the negotiations with Morocco, Tunisia and Israel as requested by the European Council at Corfu; - to open similar negotiations in the near future with Egypt and other eligible Mediterranean countries wishing to do so; - to continue economic support to Algeria, as envisaged by the European Council at Corfu, while calling for dialogue among all those who reject violence; - to invite the Commission and the Council to implement the principles referred to in paragraph 6; - to conclude the negotiations with Turkey on the completion and full implementation of the Customs Union and to reinforce the relations with this partner; - to reconfirm that the next phase of enlargement of the Union will involve Cyprus and Malta and to invite the Council to examine in early 1995 new reports to be presented by the Commission as well as a report by the European observer for Cyprus. 10. The Council recommends that the European Council agree that the European Union should convoke in the second half of 1995 a Euro- Mediterranean Ministerial Conference.
