(31) En troisième lieu, les autorités portugaises ont communiqué des éléments de preuve et des informations complémentaires en ce qui concerne l'évaluation de la valeur du terrain sur lequel l'usine d'Azambuja est construite. Parmi ces informations, figuraient notamment une note explicative du consultant indépendant qui avait procédé à une évaluation du terrain pour le compte de Ford Lusitania, l'ancien propriétaire, une évaluation de la valeur du terrain réalisée en 2002 par un autre consultant indépendant, enfin, d'autres rapports d'entreprises indépendantes évaluant l'état environnemental des installations de Opel.
