Si le whip en chef du gouvernement a commis une erreur et qu'il voulait que la décision de la Chambre soit renversée, il se devait d'obtenir le consentement de celle-ci et non pas simplement expliquer à la présidence quelle était son intention véritable. Ce serait trop facile.
If it was a mistake on the part of the chief government whip and he wanted to reverse the decision of this House, then he ought to have sought its consent and not simply told you, Mr. Speaker, what he meant to have said, if it was only that easy.
