Mr. Daniel Turp (Beauharnois—Salaberry, BQ): Mr. Speaker, I am pleased to present, on behalf of over 400 constituents in my riding of Beauharnois—Salaberry and on behalf of the Comité ZIP Haut-Saint-Laurent, which is under the leadership of Marthe Théoret and Claire Lachance, a petition to the effect that the release from the PCB incinerator in Cornwall is a threat to property owners along Lake Saint-François and therefore to the St. Lawrence Seaway, because of the prevailing winds blowing toward the south shore of the river in Quebec.

Daniel Turp (Beauharnois—Salaberry, BQ): Monsieur le Président, je joins ma voix au député de Frontenac—Mégantic ainsi qu'à celle de notre porte-parole en matière de santé, le député de Hochelaga—Maisonneuve, pour dire que la position du Bloc québécois en cette matière, après avoir été favorable au principe du projet de loi C-13 en deuxième lecture, est maintenant de réserver son jugement à la suite du sort que le gouvernement entend réserver aux amendements présentés par le Bloc québécois pour assurer que la Constitution actuelle, celle qui devrait être respectée, le soit.
Mr. Daniel Turp (Beauharnois—Salaberry, BQ): Mr. Speaker, I add my voice to those of the hon. member for Frontenac—Megantic and our health critic, the member for Hochelaga—Maisonneuve, to say that after having supported the principle of Bill C-13 at second reading, the Bloc Quebecois now prefers to reserve judgment because of what the government intends to do about the amendments which were moved by the Bloc Quebecois to ensure that the Constitution is respected.
