La décision de suspendre ces préférences a été arrêtée sur la base des constatations établies par l'Office européen de lutte antifraude (OLAF), selon lesquelles le système en place en Serbie-et-Monténégro était totalement inadapté et ne permettait pas de vérifier si le sucre exporté vers l'UE sous régime préférentiel était effectivement originaire de Serbie-et-Monténégro.
The decision to suspend preferences was taken on the basis of findings by the European Anti-fraud Office (OLAF), according to which the system in place in Serbia and Montenegro was totally inadequate to verify whether the sugar exported to the EU under preferential arrangements indeed originated within Serbia and Montenegro.
