* Le fait qu'une action transfrontalière complexe ne puisse être menée adéquatement qu'au niveau européen - à cause de la disparité entre la répartition des coûts (nationaux) et des avantages (répartis) et à cause des obstacles supplémentaires résultant du développement de projets d'infrastructure transfrontaliers - a été confirmé dans la récente décision du Conseil et du Parlement européen concernant l'identification de 30 projets de transport prioritaires dans le cadre du programme des réseaux transeuropéens.
* The fact that complex cross-border action can only be properly handled at EU level - because of the mismatch between the distribution of (national) costs and (widespread) benefits, and because of the additional hurdles of developing cross-border infrastructure projects - was confirmed in the recent decision of the Council and the European Parliament to identify 30 priority transport projects under the Trans-European Network programme.

Elle prévoit des conditions équitables indispensables à l'échelon de l'Union et permettra de récupérer les coûts internes et externes de l'utilisation du réseau routier RTE et, une fois adoptée, permettra aux États membres d'imposer des charges supplémentaires dans certaines zones congestionnées sensibles en vue de financer des infrastructures de remplacement durables (à titre d'exemple, des estimations suggèrent qu'entre 30 et 40% des coûts associés au projet de tunnel du Brenner pourraient être couverts par la marge bénéficiaire réalisée avec les modalités proposées de l'Eurovignette.) It provides a much-needed level playing field at the Union's level, and will allow recovery of the internal and external costs of the use of the TENs road network. It will allow Member States, when adopted, to impose extra charges in some sensitive bottlenecked areas in order to finance alternative sustainable infrastructures (for example, estimates suggest that between 30 to 40% of the costs associated with the proposed Brenner Tunnel could be met using revenues from the mark-up allowed under the proposed Eurovignette rules). Finally, providing a clear and co-ordinated strategic vision of these infrastructure projects will help potential investors to determine the expected return on their investment, be it in the cross-border segment itself, in national segments of a TENs priority corridor, or in other connected infrastructures.

En augmentant le niveau d'aide communautaire disponible et en se concentrant sur une liste de projets prêts à être lancés, elle garantira l'efficacité de l'intervention communautaire et stimulera les projets d'investissement transfrontaliers destinés à compléter et interconnecter les réseaux d'infrastructure nationaux. L'intégration accrue des réseaux d'infrastructure contribuera à assurer un volume de trafic plus élevé et une utilisation plus rationnelle des infrastructures de transport et à réduire les coûts associés à la congestion du trafic de sorte que le retour sur investissement prévu pour les investisseurs privés augmentera tout en produisant des gains considérables en termes d'efficacité économique, de réduction du temps de transport et de respect de l'environnement.
By increasing the level of Community support available and by focusing on a list of ready-to-launch projects, it will ensure the efficiency of the Community intervention and will boost cross-border investment projects to complete and interconnect national infrastructure networks.Greater integration of infrastructure networks will help to ensure higher traffic volume and more efficient utilisation of transport infrastructures and diminished congestion costs so that the expected return to investment for private investors will increase while giving rise to considerable gains in terms of economic efficiency, transportation time savings and environmental sustainability.

En ce qui concerne les systèmes de transport intelligents, la politique du RTE-T a contribué en particulier à préparer les projets Galileo et SESAR (programme de recherche sur la gestion du trafic aérien dans le ciel unique européen), initiatives européennes majeures qui devraient, lorsqu'elles seront opérationnelles, rendre l'utilisation des infrastructures de transport beaucoup plus efficace. En ce qui concerne le transport routier, ferroviaire et aérien, par exemple la gestion du trafic maritime (VTM) et les services d’information fluviale (SIF), des projets en matière de systèmes de transport intelligents ont été élaborés de façon flexible, sur la base des caractéristiques définies par les orientations relatives au RTE-T. Cette approche théorique permet d’incorporer les évolutions technologiques, les besoins du marché et les initiatives de coopération entre partenaires issus de différents États membres; alliée à la possibilité de contribution à hauteur de 50 % pour la préparation des projets, elle a eu une incidence notable sur le développement de projets transfrontaliers, qui sinon n’auraient peut-être pas existé. Les méthodes flexibles de mise en œuvre de projets de ce type, fondées sur des objectifs et critères préétablis, devraient aussi se prêter à la réalisation d'autres objectifs de la politique de transport, à savoir la fourniture de services de transport efficaces (du point de vue économique comme environnemental), sûrs, fiables et de grande qualité.
As regards intelligent transport systems, TEN-T policy has helped in particular to prepare Galileo and the Single European Sky Air Traffic Management Research (SESAR) ( major European projects which, once operational, are expected to make the use of transport infrastructure far more efficient. In road, rail and air transport, as in Vessel Traffic Management and River Information Services, ITS projects have been developed in a flexible way, on the basis of characteristics set out in the TEN-T Guidelines. This conceptual approach makes it possible to incorporate technological developments, market needs and cooperation initiatives between partners from different Member States and, combined with the 50% funding possibility for project preparation, has had a significant impact on the development of cross-border projects which might not have existed otherwise. This kind of flexible approach to project development, based on pre-established objectives and criteria, should also be lend itself to achieving other transport policy objectives – the provision of efficient (both economically and environmentally), safe, secure and high quality transport services.
