Question No. 1151 Ms. Anne Minh-Thu Quach: With regard to the change in mandate and the administrative changes at the Montreal Biosphere: (a) will the memorandum of understanding signed in 1991 by the City of Montreal and the government be amended or replaced by 2016, (i) was a new memorandum of understanding signed by the government, (ii) what are the agreement clauses of the new memorandum, (iii) what impact will these changes have on current research programs; (b) how many positions at the Biosphere will be abolished or transferred to other units in 2013 or over the new few years; (c) was the Biosphere’s total budget increased or decreased; (d) was the Biosphere’s budget or a part thereof allocated to another program; (e) what changes will be made to the Biosphere’s interactive activities and exhibits; (f) what changes will be made to the Biosphere’s physical layout; (g) which part of the building will be used for educational and interactive activities; (h) will the Biosphere house services and staff from the Canadian Meteorological Centre (CMC) or another Environment Canada unit or agency, and if so, which ones; and (i) how many CMC employees will be working at the Biosphere?

Irwin Cotler: With regard to Bill C-10, An Act to enact the Justice for Victims of Terrorism Act and to amend the State Immunity Act, the Criminal Code, the Controlled Drugs and Substances Act, the Corrections and Conditional Release Act, the Youth Criminal Justice Act, the Immigration and Refugee Protection Act and other Acts: (a) what is the total projected cost of all measures contained in Bill C-10; (b) how long will it take to fully implement all proposed changes to the criminal justice system and its associated institutions, including, but not limited to, penal, policing and judiciary institutions; (c) how will the total funding be divided annually to meet the timeframe offered in response to (b) with regard to changes to the criminal justice system and its associated institutions; (d) what is the projected distribution of the total projected cost of Bill C-10 across each of its nine subsections; (e) what federal or provincial programs currently in effect in relation to the criminal justice system will be discontinued to support Bill C-10, and what federal and provincial programs will lose funding to support Bill C-10; (f) how much funding will be lost by each of the programs identified in (e); (g) how will the total projected cost of Bill C-10, as well as the projected cost of each of the nine individual subsections, be divided between the federal government and each province or territory; (h) what methodologies were used to determine projections and estimates provided in response to (a) through (g); (i) what supporting documentation does the government plan to make public to validate the provided projections and estimates; and (j) will the documentation and methodology used to determine these estimates be made public, and, if not, will they be disclosed to the Parliamentary Budget Officer?

Ce qui a surtout offensé les gens, ce n'est pas le fait qu'il y a un examen du financement des arts — personne ne contredit qu'il faut faire une évaluation périodique et décider que certains programmes seront abolis —, mais c'est la façon arbitraire dont ces compressions ont été faites, en catimini, sans aucune consultation ni examen public.
What has been so offensive to people is not that there is a review of arts funding there's no disagreement that periodically you evaluate and decide that some programs will not be continued but it is the arbitrary fashion of these cuts, that they were done in secret, with no consultation, with no public review.

Il ne s'agit pas des programmes qui seront abolis, mais des emplois qui seront perdus.
It's not about the programs that will be cut; it's about the jobs that will be cut.

Les fonctionnaires eux-mêmes ne savent plus de quel côté ils sont, ne savent pas si leur job disparaîtra, ne savent pas pour quel programme ils ont de l'argent, ne savent pas quels programmes seront abolis, c'est la confusion totale.
The department's employees no longer know which side they are on, whether their job is going to disappear, how much money they have for which programs and which programs will be abolished.
