The actions on the establishment of Community statistics are carried out according to the Decision No 1578/2007/EC of the European Parliament and of the Council of 11 December 2007 on the Community Statistical Programme 2008 to 2012 (6) and its annual programmes and respecting the principles set out in the European Code of Practice adopted by the Statistical Programme Committee on 24 February 2005.

Au cours de la période 2008 - 2012, l’objectif consistera à poursuivre l’effort de simplification ainsi que l’harmonisation des différents types de statistiques concernant les mouvements internationaux de marchandises et les statistiques de la balance des paiements, tout en explorant les possibilités de relier les données des statistiques des échanges commerciaux et les nomenclatures à d’autres types de statistiques, principalement les statistiques des entreprises ou les nomenclatures des activités industrielles.
The goals for the period 2008 to 2012 will be to continue further the simplification effort, the harmonisation of the different types of statistics concerning international movements of goods and the balance of payments statistics, while at the same time exploring the possibilities of linking the trade statistics data and nomenclatures with other types of statistics, mainly business statistics or industrial activity nomenclatures.

(8) Dans la mesure où l'objectif de la présente décision, à savoir la mise en place du Programme statistique communautaire 2008-2012, ne peut être atteint de manière satisfaisante par les États membres, en particulier parce qu'il est nécessaire de produire régulièrement des statistiques au niveau régional de manière à mettre en évidence l'écart entre les niveaux de développement des régions conformément à l'article 158 du Traité et peut donc, en raison des dimensions ou des effets de l'action, être plus efficacement atteint au niveau communautaire, la Communauté peut adopter des mesures, conformément au principe de subsidiarité énoncé à l’article 5 du Traité.
(8) Since the objective of this Decision, namely the establishment of the Community Statistical Programme 2008 to 2012, cannot be sufficiently achieved by the Member States, in particular because of the need for the regular production of statistics at regional level, so as to show up disparities between the levels of development of the regions in accordance with Article 158 of the Treaty, and can therefore, by reason of the scale or effects of the action, be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
