Estimates that, at present, Europol does not have adequate democratic scrutiny; refers in this respect to the Commission's recommendations of 26 February 2002, according to which the current fragmented, and thereby less effective, control, should be gradually transformed into a structured and unified control at EU level, based upon an enhanced cooperation between the Member States' parliaments and the European Parliament; calls therefore on the Council, in the context of the next IGC, to incorporate in the Treaty provisions on the full involvement of the European Parliament in the follow-up and approval of Europol's activities.
