In Thessaloniki, the European Council endorsed "the Commission's intention to launch an initiative in cooperation with the European Investment Bank to support growth and integration by increasing overall investment and private sector involvement in TENs and major RD projects".

Il sera donc nécessaire, à l'avenir, d'adopter une approche mieux coordonnée en matière de planification - même si cet élément continue à relever de chaque État membre séparement - et en matière de financement, en axant l'aide communautaire sur les modes de transport moins polluants dans les principaux couloirs des RTE (en gardant à l'esprit l'élargissement prochain) et en concentrant l'aide communautaire sur un nombre plus limité de projets, notamment les projets qui sont peu rentables au niveau financier mais qui présentent une valeur ajoutée importante sur le plan transeuropéen.
A more co-ordinated planning - though this remains the responsibility of each single Member State - and financing approach is therefore needed in the future, focusing the Community support on the more environmentally friendly modes on the main TEN corridors (bearing in mind the forthcoming enlargement) and concentrating the support to a more restricted number of projects, in particular those with low financial profitability but high trans-European added value.

A revision of the joint guidelines for the development of the Trans-European Transport Network (TEN-T) in 2011 should make it possible to eliminate the main bottlenecks, fill existing gaps and interconnect transport modes by improving project identification and the follow-up of decisions.

La priorité devrait être donnée aux projets situés sur les principaux axes du réseau transeuropéen étendu, aux projets ayant des implications transfrontalières pour un ou plusieurs États membres et aux projets importants favorisant l’intégration régionale au moyen d’une connectivité accrue.

Also highlighted was the need, in any case, to create a system of tariffs tallying with transport infrastructure use; the need to establish homogenous mechanisms for calculating the costs of each mode of transport and clearly comparing the Member States; and, finally, the need, to equip governments with transport policy instruments based on infrastructure costs so as to encourage the use of transport modes with less environmental impact and, above all, to allow for new investments in infrastructure and, in future, to complete the plan for fully implementing the major infrastructure projects for the trans-European transport networks that are also suffering from problems of financial cover.
