Definition: Should be diagnosed when fear of separation constitutes the focus of the anxiety and when such anxiety first arose during the early years of childhood. It is differentiated from normal separation anxiety when it is of a degree (severity) that is statistically unusual (including an abnormal persistence beyond the usual age period), and when it is associated with significant problems in social functioning.

Définition: Groupe de troubles caractérisés par un début précoce (habituellement au cours des cinq premières années de la vie), un manque de persévérance dans les activités qui exigent une participation cognitive et une tendance à passer d'une activité à l'autre sans en finir aucune, associés à une activité globale désorganisée, incoordonnée et excessive. Definition: A group of disorders characterized by an early onset (usually in the first five years of life), lack of persistence in activities that require cognitive involvement, and a tendency to move from one activity to another without completing any one, together with disorganized, ill-regulated, and excessive activity. Several other abnormalities may be associated. Hyperkinetic children are often reckless and impulsive, prone to accidents, and find themselves in disciplinary trouble because of unthinking breaches of rules rather than deliberate defiance. Their relationships with adults are often socially disinhibited, with a lack of normal caution and reserve. They are unpopular with other children and may become isolated. Impairment of cognitive functions is common, and specific delays in motor and language development are disproportionately frequent. Secondary complications include dissocial behaviour and low self-esteem.

In its first opinion, the Committee identified the challenges facing the Union (enlargement, globalisation, a growing dynamic between the centre and the periphery, macro-economic stability, etc.) and the consequences to be drawn; maintaining aid under Objective 1 beyond 2006; overcoming the negative statistical impact of enlargement on average per capita GDP; raising the ceiling set at 0.45% of GDP for the Structural Funds; creating a resource to stabilise regional income in the event of an unexpected economic shock; consolidating the programme of Community Initiatives; adopting an open method of coordination to deal with the problems of economic and social cohesion which the Objective 2 regions are experiencing, and giving priority to investment in the less-favoured regions.

Held at the Borschette Centre, Room 1D, in Brussels on 29 November 1989 Mr Christophersen, a Vice-President of the Commission and the Commission Member responsible for Eurostat (Statistical Office of the European Communities) will today open the first joint conference of the Directors-General of the national statistical institutes of the Member States of the EEC and those of the EFTA countries.1 The Commission feels that this conference offers further proof of its wish to view the changing of society in conjunction with the idea that the Community is not a fortress and that, quite the contrary, it must open up on all fronts, including that of statistics, to any partner and more particularly and naturally to those who are geographically, politically, economically and socially the closest, i.e. the EFTA countries.
