7. demande que tout pays tiers qui aspire à entretenir des relations politiques, économiques, commerciales ou de tout autre nature avec l'Union européenne signe, ratifie et applique sans ambiguïté ni réserve les textes fondamentaux existants en matière de droits de l'homme, y compris le statut de Rome, qui institue la Cour pénale internationale;
7. Requests that any third country wishing to maintain political, economic, commercial or any other type of relations with the European Union should sign, ratify and apply unequivocally and without reservation the existing basic texts on human rights, including in particular the Rome Statute establishing the International Criminal Court;

Du point de vue de votre rapporteur, il découle de tout ce qui précède que tout pays tiers qui aspire à entretenir des relations politiques, économiques, commerciales ou autres avec l'Union européenne doit être disposé à signer, ratifier et appliquer sans ambiguïté ni réserve les textes fondamentaux existant en matière de droits de l'homme, sur les plans tant multilatéral que régional, en particulier la Convention relative à la Cour pénale internationale.
It is therefore clear from all the above considerations that any third State wishing to maintain political, economic, commercial or any other kind of relations with the European Union must be willing to sign, ratify and apply unequivocally and without reservation the basic provisions governing human rights, both at multilateral and regional level, including in particular the Convention on the International Criminal Court.

La Commission est l'organe exécutif et le Parlement, pour sa propre indépendance, ne devrait l'être ni même vouloir l'être. The Commission is the executive and Parliament ought to have no desire whatsoever to take on this role, for the sake of its own independence; but Parliament is a supervisory body, and what better forum could there be in which to expound the reasoning behind one’s decisions than a democratically-elected Parliament, indeed an ongoing parliamentary discussion? Here too we should continue along the path we have chosen, strengthening and intensifying it.
