There are a number of "good news" stories: the adoption of the services directive; the significant steps forward in financial services; the adoption of a new state aid framework for RD and innovation as well as guidance on tax incentives in favour of R agreement on the 7th Framework Programme for research and technological development which will raise RD spending by 75% between 2007 and 2013 and support for major public-private partnerships; final political agreement on the launching of the SESAR joint undertaking; as well as support for SMEs under the Competitiveness and Innovation Programme.

A. considérant que l'accord relatif au CFP 2014-2020 représente l'aboutissement de négociations longues et difficiles, qui ont duré deux ans et demi; considérant que l'accord politique final n'a pu être atteint qu'au plus haut niveau politique entre les trois présidents (Parlement, présidence du Conseil et Commission), conformément à l'article 324 du traité FUE;
A. whereas the agreement on the MFF 2014-2020 was the outcome of long and strenuous negotiations that lasted two and a half years; whereas the final political agreement could only be reached at the highest political level between the three Presidents (Parliament, the Council Presidency and the Commission) according to Article 324 of the TFEU;

Emphasises the need for human rights in Western Sahara and in the Tindouf camps to be addressed, even without anticipating any final political settlement or expressing a view on such a settlement; reiterates, nevertheless, that self-determination is a fundamental human right, as specified by Article 1 of the UN International Covenant on Civil and Political Rights and that territorial integrity is a principle enshrined in international law; recalls, moreover, UN Security Council Resolution 1754(2007), urging the parties to enter into negotiations in good faith, without preconditions, ‘with a view to achieving a just, lasting and mutually acceptable political solution, which would provide for the self-determination of the people of Western Sahara; echoes this call to Morocco and the Polisario Front to continue negotiations for a peaceful solution to the conflict, reaffirming the rights of the Sahrawi people to self-determination; stresses the opportunity deriving from the political and democratic reforms undertaken in Morocco, while taking note of the stronger obligations necessitated by these reforms to respect and uphold human rights in Western Sahara in particular; fears that the 25-year delay in arranging a referendum, or reaching any other form of mutually acceptable negotiated political settlement, is increasing Sahrawi alienation and the potential for violence, particularly amongst the young; calls on the EU to become more closely involved and to support the United Nations in its efforts to encourage the parties to resume direct negotiations with a view to securing a peaceful and lasting resolution of the conflict;

1. rejette l'accord politique final sur le cadre financier pluriannuel pour la période 2014-2020 tel que proposé par la présidence irlandaise et approuvé par le Président du Parlement européen lors de la réunion du 27 juin 2013, conformément à l'article 324 du traité FUE; est fermement convaincu que l'accord politique ne permet pas à l'Union de remplir ses obligations aux niveaux à la fois politique et budgétaire;

Rejects the final political agreement on the Multiannual Financial Framework for the years 2014-2020 as proposed by the Irish Presidency and agreed by the European Parliament President at the meeting held on the 27 June 2013 pursuant the article 324 of the TFEU; is strongly convinced that political agreement does not allow the Union to fulfil its obligations at both political and budgetary levels;

As far as the European Food Safety Agency is concerned, the fact that it is independent should be highlighted; then it will be able to assess any imminent risk and propose measures for managing the risk and helping to shape final political decisions.
