4. rappelle, cependant, la position qu'il a déjà défendue dans sa résolution du 13 mars 2013 sur le cadre financier pluriannuel, à savoir qu'il ne saurait y avoir de vote d'approbation du règlement CFP sans une garantie absolue du fait que les crédits de paiement non consommés pour 2013 seront intégralement pris en charge; attend dès lors du Conseil qu'il prenne une décision officielle concernant le projet de budget rectificatif 2/2013 pour un montant de 7,3 milliards EUR, au plus tard lors du Conseil Ecofin qui doit se tenir le 9 juillet 2013; demande instamment au Conseil de respecter son engagement politique d'adopter sans retard un autre budget rectificatif afin d'éviter toute insuffisance dans les crédits de paiement qui pourrait se traduire par un déficit structurel dans le budget de l'Union européenne à la fin de l'année 2013; affirme que le Parlement n'approuvera pas le nouveau règlement fixant le CFP ou n'adoptera pas le budget 2014 jusqu'à l'adoption, par le Conseil, dudit nouveau budget rectificatif, couvrant le déficit résiduel identifié par la Commission;
4. Reiterates, however, its position, as set out in its aforementioned resolution on the MFF of 13 March 2013, that the consent vote on the MFF Regulation cannot be granted unless there is an absolute guarantee that the outstanding payment claims for 2013 will be covered in full; expects the Council, therefore, to take a formal decision on Draft Amending Budget 2/2013 for an amount of EUR 7,3 billion, no later than the Ecofin Council to be held on 9 July 2013; insists that the Council stick to its political commitment to adopt without delay a further amending budget to avoid any shortfall in payment appropriations that could lead to a structural deficit in the EU budget at the end of 2013; states that Parliament will not give its consent to the MFF Regulation or will not adopt the Budget 2014 until this new amending budget, covering the remaining deficit as identified by the Commission, has been adopted by the Council;

However, payments relating to non-multiannual commitments undertaken by 31 December 2006 must comply with the eligibility conditions of the new programming period insofar as they extend beyond 31 December 2008.

10. rappelle que le traité prévoit qu'il doit être consulté dans le domaine de la PESC et de la PSDC, que ses avis doivent être dûment pris en compte et qu'il peut formuler des recommandations; invite la vice-présidente/haute représentante à consolider les fonctions de consultation et d'information assurées jusqu'à présent par la Commission et le Conseil dans le domaine de l'action extérieure; invite le Conseil à adopter une approche constructive dans le cadre du comité de conciliation pour les instruments d'assistance extérieure, y compris l'instrument de stabilité, en reconnaissant au Parlement européen un droit de contrôle démocratique sur les documents de stratégie et plans d'action pluriannuels, tel que prévu à l'article 290 du traité UE;
10. Recalls its Treaty prerogative to be consulted in the CFSP and CSDP spheres, have its views duly taken into account and make recommendations; calls on the VP/HR to consolidate the consultation and reporting duties carried out to date by the Commission and the Council in the area of external action; asks the Council to adopt a constructive approach in the framework of the conciliation committee for the external assistance instruments, including the Instrument for Stability, by recognising the European Parliament's right to democratic scrutiny of strategy papers and multiannual action plans, as established in Article 290 of the TFEU;

- (DE) Monsieur le Président, Mesdames et Messieurs, dans la mesure où vous faites référence à d'éventuelles erreurs dans la méthode de calcul, on est naturellement en droit de se demander aussi si, eu égard à la rubrique 3 du budget, certains accords concernant des programmes pluriannuels - accords pris selon la procédure de codécision - pourraient partir à la dérive à la suite de la redéfinition, laquelle a manifestement été effectuée selon certaines méthodes d'estimation pour les différentes rubriques, et si là où certaines dépenses ont été décidées pour des programmes pluriannuels, ces méthodes d'estimation affecteront et altéreront les décisions prises jusqu'à présent avec la participation du Parlement.
– (DE) Mr President, ladies and gentlemen, if you are talking in terms of the method of calculation perhaps being defective, it is particularly category 3 that entitles one to ask whether the revision, which was obviously carried out using certain methods of estimation for the individual categories, might have given a rough ride to agreements in multiannual programmes set up by codecision, so that, where certain outgoings were agreed in the multiannual programmes, these methods of estimation might have a detrimental effect on decisions that had previously been taken in consultation with Parliament.

Le Conseil a pris acte de la présentation, par la Commission, des propositions modifiant la décision nº 97/413/CE et le règlement (CE) nº 2792/99 du Conseil afin de proroger les programmes d'orientation pluriannuels de quatrième génération (POP IV) jusqu'à la fin de 2002 et à modifier certaines dispositions de l'Instrument financier d'orientation de la pêche (IFOP).
The Council took note of the Commission's presentation of the proposals amending Council Decision No 97/413/EC and Council Regulation (EC) No 2792/99 in order to extend the Multi-Annual Guidance Programmes (MAGP) IV until the end of 2002 and to modify certain provisions of the Financial Instrument for Fisheries Guidance (FIFG).
