Believes that, while continuing to demonstrate a positive approach, given the accumulated delays and the problems encountered, the date of 2010 for the creation of the FTA will probably have to be revised in order to take into account the many structural changes in the world economy since 1995 and the need for a more cautious approach to free trade among unequal partners; calls on the Commission, the EU Member States and the SEMCs to re-launch the Barcelona Process by giving priority to the establishment of a genuine Euro-Mediterranean socio-economic area which will incorporate social and environmental aspects into the economic side of the partnership to a greater extent;

Le partenariat devra se développer sur la base d’instruments existants comme le cadre général du partenariat UE-Afrique pour les infrastructures et son fonds fiduciaire, l’initiative de l’Union européenne pour l’énergie (EUEI) et sa facilité ACP pour l’énergie (actuellement 220 millions d'euros), les programmes indicatifs nationaux et régionaux dans le cadre du 10ème FED ainsi que le programme thématique pour l’environnement et la gestion durable des ressources naturelles, dont l’énergie.
The Partnership should build on existing instruments, such as the overall framework of the EU-Africa Infrastructure Partnership and its Trust Fund, the European Union Energy Initiative (EUEI) and its ACP Energy Facility (currently € 220 million), the national and regional indicative programmes under the 10th EDF and the thematic programme on environment, management of natural resources including energy.

The Action Plans will build on existing bilateral or regional initiatives, such as the EU-Russia Energy Dialogue, the Tacis-funded Inogate programme dealing with the Caspian basin (oil and gas pipeline systems); energy co-operation in the context of the Euro-Mediterranean partnership (in particular the creation of a Euro-Maghreb electricity market, which could be complemented with a gas market, and the agreed Euro-Mediterranean energy networks); enhanced energy co-operation between Israel and the Palestinian Authority; increased gas co-operation in the Mashrek region (all in the Euro-Mediterranean context), as well as Moldova's observer status in the South East Europe Regional Energy Market initiative.

BACKGROUND : LE PARTENARIAT EURO-MAGHREBIN La nouvelle approche de la Communauté, exprimée dans la communication de la Commission du 29.4.1992 sur le "nouveau partenariat euro-maghrébin", devra non seulement se baser sur les différents mécanismes existants (notamment dans le cadre de la Politique Méditerranéenne rénovée) mais aussi mettre en place d'instruments et de cadres nouveaux afin d'assurer l'impact économique, politique et social souhaité.
BACKGROUND: EURO-MAGHREB PARTNERSHIP The Community's new approach, which was set out in the Commission communication of 29 April 1992 on the "new Euro-Maghreb partnership", was designed not only to make use of existing instruments (above all the New Mediterranean Policy) but also lead to the creation of new ones with economic, political and social impact.
