Je ne suis pas sûre qu’il soit toujours possible de leur expliquer très clairement ce dont nous débattons ici, mais je suis sûre que les visiteurs ont ressenti le genre de frustration qui se dégage de ce débat et le fait que certains sont très heureux et disent que c’est un bon compromis, que d’autres ne sont pas contents du tout et disent que ce n’est pas assez bien et que d’autres encore disent que nous allons trop loin.
I am not sure that we can always explain very clearly what we are discussing here, but I am sure that the visitors have felt the type of frustration that comes from this debate and the fact that some are very happy with this, they say it is a good compromise; others are not pleased at all and say that this is not good enough; others say that we are going too far.

C'est un excellent rapport, et il explique très clairement le rôle et les missions des parlements nationaux dans la légitimation et le contrôle des gouvernements nationaux, lorsque ceux-ci agissent en tant que législateurs au Conseil, tout comme dans le domaine de la coopération intergouvernementale, où ce contrôle ne fonctionne bien en aucune manière, mais aussi lorsque ces parlements nationaux sont eux-mêmes impliqués dans le développement constitutionnel de l'Europe ; je pense bien sûr à la Convention.
It is an excellent report, explaining without ambiguity the national parliaments' tasks and role in the area of legitimising and monitoring national governments' legislative activities in the Council, in intergovernmental cooperation, where this monitoring function is not at all adequate, but also in the involvement of the national parliaments in the development of a European constitution, summed up in the word ‘Convention’.
