Après avoir examiné attentivement les arguments avancés par ces deux organisations, votre rapporteur estime que toute modification de la proposition initiale de la Commission sur ce point soit conduirait à l'établissement d'un système paneuropéen qui réduirait considérablement l'efficacité du système envisagé de tarification ou même de ceux qui sont déjà en vigueur, soit rendrait inopérante l'uniformisation de la législation concernant les redevances sur le bruit.
After due consideration of the arguments put forward by both these organisations, your rapporteur considers that any alteration of the Commission’s initial proposal on this point would either result in a pan-European system that would greatly reduce the effect of the proposed noise charging system - or indeed of those already in existence - or would render the harmonisation of noise charging legislation inoperative.
