The European Union should therefore insist that the principal international conventions on combating organized crime, including all measures against money laundering (such as the recommendations of the Financial Action Task Force on Money Laundering) must be ratified and implemented effectively and completely before these States accede, as experience shows that efforts before accession are much greater than afterwards.
