(Return tabled) Question No. 81 Ms. Jean Crowder: With regard to Human Resources and Skills Development Canada and their Social Development Partnerships Program (SDPP): (a) which organizations have received funding over the last three years; (b) in the latest distribution of funds, what percentage of funding went to each province and how was that distribution determined; (c) what are the criteria for deciding what organizations are funded; (d) how much funding has been given to each federal riding over the last three years; and (e) why was there a budget cut for SDPP in 2006 and how has that affected the funding of new programs and the renewal of funding for current projects?

15. estime que le Consensus doit comporter un engagement fort de l'Union d'adapter aux besoins l'aide humanitaire qu'elle fournit, ainsi que d'organiser la prévisibilité et la flexibilité de son financement, au moyen de dotations budgétaires annuelles suffisantes; souligne que l'Union devrait donner priorité aux crises humanitaires sous-financées, négligées ou oubliées et qu'il conviendrait d'étudier des mécanismes innovants pour mieux quantifier l'écart entre besoins et fonds disponibles et garantir que les besoins humanitaires mondiaux seront couverts;
15. Considers that the Consensus should include a strong commitment by the EU to adequate provision of humanitarian aid as well as to adequate predictability and flexibility in funding, through adequate annual up-front budgetary provisions; stresses that the EU should prioritise those humanitarian crises which are underfunded, neglected or forgotten and that innovative mechanisms should be explored to better quantify the gap between needs and existing funds and to ensure that global humanitarian needs are met;

26. appelle la Syrie à respecter les droits de l'homme et notamment la liberté d'association, et fait part de sa préoccupation concernant l'existence d'organisations terroristes qui seraient financées par la Syrie; se félicite des déclarations du ministre syrien des Affaires étrangères selon lesquelles les troupes, les équipements militaires et les services de renseignement syriens seront tous retirés entièrement avant le 30 avril 2005, conformément à la résolution 1559 (2004) du Conseil de sécurité des Nations unies;
26. Calls on Syria to respect human rights and in particular freedom of association and is concerned at allegations of terrorist organisations receiving funding from Syria; welcomes the announcement of the Syrian Foreign Minister that all Syrian troops, military assets and intelligence apparatus will be withdrawn fully and completely by 30 April 2005 in compliance with Security Council Resolution 1559 (2004);
