In its initial comments submitted to the Commission (on 31 October and 2 December 2008), Germany expressed the view that the criteria (geographical proximity, technical, functional and strategic links) specified in point 60 and footnote 55 of the RAG are not suitable to determine whether two investment projects should be considered ‘economically indivisible’, because these factors do not allow to clarify the circumstances in which a project can be considered to be economically viable without the other project.
