The proposed directive Community law currently distinguishes between capital movements liberalized at Community level (Lists A and B annexed to the 1960 Directive) and those in respect of which Member States may maintain restrictions (Lists C and D annexed to the same Directive). While the eventual aim is the complete liberalization of capital movements, (see the Commission programme for liberalizing capital movements, presented in May; note P-41), the Commission is proposing as a first step the extension of liberalization of the transactions most directly necessary for the proper functioning of the common market and for the close linkage of the financial markets of the Member States.
