Si aucun règlement du Conseil fixant un nouveau cadre financier pluriannuel n'a été adopté avant le 31 décembre 2013, les plafonds pour la dernière année couverte par le cadre financier existant et les autres dispositions du présent règlement continueront à s'appliquer jusqu'à l'adoption d'un règlement fixant un nouveau cadre financier.
If no Council regulation determining a new multiannual financial framework has been adopted before 31 December 2013, the ceilings for the last year covered by the existing financial framework and other provisions of this Regulation shall continue to apply until a regulation determining a new financial framework is adopted.

La Commission devrait présenter une proposition de nouveau cadre financier pluriannuel avant le 1er janvier 2018, afin de laisser aux institutions suffisamment de temps pour l'adopter avant la mise en place du cadre financier pluriannuel suivant.

2. estime, après la conclusion des négociations politiques sur le cadre financier pluriannuel (CFP) pour 201-2020, que la Commission devrait assurer en priorité le bon fonctionnement du nouveau cadre financier, notamment des nouvelles règles de souplesse qui ont été convenues dans le cadre de ces négociations; espère qu'au moment de son investiture, la nouvelle Commission prendra l'engagement formel de procéder à une révision du CFP avant la fin 2016, ce qui permettra au Parlement européen, nouvellement élu, de réévaluer lui aussi les priorités de l'Union;
2. Considers that, following the conclusion of the political negotiations on the MFF 2014-20, the Commission should ensure as a matter of priority the smooth functioning of the new financial framework, including the new rules on flexibility agreed in the framework of these negotiations; expects that the new Commission will, at the moment of its investiture, make a formal commitment to conduct the MFF revision by the end of 2016, which will also allow the new Parliament to reassess EU priorities;

Points out that a distinction should be made between the review of certain programmes within the current MFF based on the mid-term evaluation of legislation to take place in 2010-2011, the existing challenges resulting from the insufficient financing of heading 4 and heading 1a, and the new challenges such as energy, climate change, citizenship, freedom, security and justice, the fight against organised trans-border crime, Common Foreign and Security Policy (CFSP) and other policies linked to the new competences provided by the Treaty of Lisbon and the preparation of the new MFF; stresses that a prolongation of the present MFF makes an ambitious mid-term review an even more necessary precondition;

3. observe qu'il s'agit du premier budget établi selon le nouveau cadre financier, dans le cadre d'un nouvel accord interinstitutionnel (AII) et comportant un grand nombre de nouveaux programmes pluriannuels; relève par ailleurs qu'un nouveau cadre financier devrait être idéalement appliqué aux fins de l'exécution du budget 2007;

19. Takes the view that, in terms of democratic legitimacy, a positive Statement of Assurance(DAS) by the ECA on the reliability of the Community's accounts and on the legality and regularity of underlying transactions is of paramount importance; considers that such a development would undoubtedly positively reflect on the Union's choices over the spending plans for the mid-term; Expects therefore the Commission while preparing for the new financial framework to be put in place for the period after 2007, to deploy all efforts necessary, through the acceleration of its internal reform and a closer co-ordination with the Member States in the context of shared management , in order to ensure that a positive DAS be given before a final decision is taken on the proposed new financial framework;
