2. considère que l'enveloppe figurant dans la proposition législative doit être compatible avec le plafond de la rubrique 5 du nouveau cadre financier pluriannuel (CFP) et souligne que le montant annuel sera arrêté dans le cadre de la procédure budgétaire annuelle conformément aux dispositions du point 37 de l'accord interinstitutionnel du 17 mai 2006 entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et la bonne gestion financière ;
