Mr. Graham: As I tried to say in my opening comments, the focus at that time was very much in respect of the linkage between ballistic missile defence and NORAD, and an absolute determination by the Canadian government of the importance of NORAD and the need absolutely to preserve it and the concern that NORTHCOM was gradually going to take over all of NORAD's activities and that NORAD would be left as an empty shell.
