J. whereas the state of Nebraska decided to abolish the death penalty in 2015; whereas, in 2015, 19 people have already been executed in the USA by lethal injection, including two people with intellectual disabilities: Warren Lee Hill on 27 January 2015 in Georgia and Robert Ladd on 29 January 2015 in Texas; whereas, on 17 March 2015, Cecil Clayton, a 74-year-old man with a severe brain injury was executed in Missouri; whereas the African-American prisoner, Mumia Abu-Jamal, also known as the ‘voice of the voiceless’, who was on death row from 1982 until 2011, following an unfair and racially motivated trial, until his sentence was commuted to life imprisonment, is still facing a very difficult situation because the state of Pennsylvania is denying him access to healthcare, which puts his life in danger; whereas Hank Skinner is still on death row in Texas despite the fact that DNA testing in his case has cast considerable doubt on his guilt;

8. condamne une nouvelle fois l'application de la peine de mort aux États-Unis, et notamment les condamnations qui résultent de procès inéquitables à caractère raciste, ainsi que l'exécution de personnes présentant un handicap intellectuel; salue le fait que le Nebraska ait décidé en 2015 d'abolir la peine de mort et presse une nouvelle fois les États-Unis de mettre un terme à cette pratique; se dit particulièrement alarmé par la situation de Mumia Abu-Jamal et par le fait qu'il n'ait pas accès au régime de soins de santé; souligne qu'en 2011, le système judiciaire fédéral a reconnu que Mumia Abu-Jamal n'avait pas bénéficié d'un procès équitable et demande donc qu'il soit immédiatement libéré et qu'il ait accès aux soins médicaux conformément au droit international; demande également la libération de Hank Skinner et d'Emma Clancy; prie instamment l'Union européenne d'insister sur le respect des normes relatives aux droits de l'homme dans le cadre de son dialogue avec les États-Unis ainsi que de mettre fin à tout accord conclu avec ce pays au cas où il violerait le droit international;

Condemns once again the use of the death penalty in the USA, notably the sentences which are the result of unfair and racially motivated trials, and the execution of people with intellectual disabilities; welcomes the fact that Nebraska decided in 2015 to abolish the death penalty and urges the United States once again to end this practice; is particularly alarmed by the situation of Mumia Abu-Jamal and by the fact that he has no access to healthcare; highlights the fact that in 2011 the federal justice system recognised that Mumia Abu-Jamal had not had a fair trial, and calls therefore for his immediate release and access to medical care in accordance with international law; calls also for the release of Hank Skinner and Emma Clancy; urges the EU to insist on respect for human rights standards in its dialogue with the USA and to end any agreement with them in the event that they breach international law;

Comme Mme Lochbihler l’a indiqué à juste titre, le journaliste afro-américain Mumia Abu-Jamal est aujourd’hui un symbole de la lutte pour l’abolition de la peine de mort – «la voix des sans voix», comme on l’appelait lorsqu’il a été accusé du meurtre d’un agent de police blanc en 1981 et condamné à mort.
As Mrs Lochbihler quite rightly said, the African-American journalist Mumia Abu-Jamal is today a symbol in the fight for the abolition of the death penalty – ‘the voice of the voiceless’, as he was called when he was charged with the murder of a white police officer in 1981 and sentenced to death.

Il est donc aussi approprié que la proposition de résolution place l’affaire Mumia Abu-Jamal parmi les affaires spécifiques sur lesquelles, entre autres choses, les représentants de l’UE auront à se concentrer en abordant l’affaire avec les autorités américaines, l’administration américaine et, bien sûr, le président américain également.
It is therefore also fitting for the motion for a resolution to highlight the case of Mumia Abu-Jamal as one of the specific cases on which to focus in the coming period, among other things, by representatives of the EU taking up the case with the US authorities, the US administration and, of course, the US President too.
