In view of the fact that many extremely important medical, ethical and social questions remain unanswered, that there are no safeguards to prevent ‘therapeutic’ cloning escaping from checks of any kind and resulting in the production of children ‘to order’, that the hazy boundaries between scientific motives and the profit mania of the pharmaceutical multinationals and monopolies have not been fixed and that there has been no decision on who is to have social and political responsibility for questions which concern human existence itself, namely life and death, can the Commission state the exact content of the planned legal framework for the cloning of embryos and say what measures it intends to take to prevent developments which might be a sort of Trojan horse for the renewal of attempts to clone humans, with unforeseen and possibly dramatic consequences for humankind?
