Encourages the Commission in its efforts to stimulate Black Sea synergy and notes that this strategy might be extended beyond the Black Sea region to the Caspian Basin and on to central Asia; in this context, encourages the Commission in its involvement in bilateral and particular multilateral efforts to raise human rights standards, develop democratic institutions in the area and promote good and decentralised governance and the rule of law, with the aim of creating an area of true democracy and prosperity; encourages the Member States to work with their regional authorities to increase the participation of citizens and NGOs;

Welcomes the EEA strategy 2004 – 2008, and objectives contained therein. Recognises the policy priorities set out as those central to the Community’s Environment Policy Agenda, identified and set out in the 6 Environmental Action Programme. Calls on the Agency to strengthen the European Environment Information and Observation Network (EIONET) as a key operating infrastructure. Calls on the Agency to work with the Commission and Member States to streamline data reporting and recognise the role of EIONET in achieving this aim. Agrees with the Commission view that a specific Community objective should be to step up the development of a shared European information system for the environment, which would go beyond the EEA's own data sources and includes reporting obligations under Community law and under various multilateral environmental agreements. Calls on the Agency to continue to contribute to the Commission-led review of reporting and develop its information system in line with the Inspire (Infrastructure for Spatial Information in Europe) and Global Monitoring for Environment and Security (GMES) initiatives. Welcomes the Agency’s ongoing cooperation with WHO, UNEP, UNECE, OECD and several other international bodies. Envisages, on the basis of a proposal by the Commission, a review of the Council Regulation on the establishment of the EEA towards the end of the current Multiannual Work Programme of the Agency (EEA Strategy 2004-2008)".
