I was asked by the clerk's office to come and talk to you briefly about some new research on the process of budgeting that I've recently completed with my colleague Brad Reid at the University of Alberta, so this is less about the grander choices that have to be made in the federal budget and more about the “how to” budget and budget rules, which I hope this committee will have some impact on in the coming year.
