RECOGNISES that there is a need for additional policies to arrive at a low greenhouse gas emitting economy, thereby improving competitiveness e.g. by building competitive advantage in new technologies; ACKNOWLEDGES the need of further increase of energy efficiency, where appropriate, by improving standards; STRESSES the need to significantly enhance investments in research and development with regard to low carbon emitting energy technologies, concerning i.a. energy efficiency and renewables and diffusion of existing and new technologies; STRESSES also the role of the forthcoming EU framework programme on technology research 2007-2013 in this context; WELCOMES the process to develop a strategy for addressing the medium and long term time frame for renewable energy beyond 2010 as contained in the (Energy) Council conclusions of November 2004; ACKNOWLEDGES that the Cardiff process needs to be further pursued, in particular with respect to the integration of climate considerations in other policy areas, since thereby co-benefits are often achieved; STRESSES its concern regarding the increase in emissions from the transport sector; VALUES the input from other Council formations to the integration of climate considerations in other policy areas; EMPHASISES its intention to further develop the European Union emissions trading scheme (EU ETS) and in that respect LOOKS FORWARD to the first review of the EU ETS in 2006; RECALLS its intention to consider establishing links with other emissions trading schemes to develop an efficient global emissions trading market; INVITES the European Commission to develop a strategic framework on climate change measures and technologies (eliminating barriers) under the ECCP, building inter alia on the Commission’s report on costs and benefits as requested by the 2004 Spring European Council, in order to enable decision-making on ways and means to meet a future EU target.

contribute towards rational and sustainable exploitation of the surplus of coastal States’ marine resources, in particular by preventing the overfishing of stocks which are of interest for local people; in this context due account will be taken of the coastal State’s priorities in favour of its private national sector; improve scientific and technical knowledge of the fisheries in question, taking into account the existing and necessary work in the field carried out at the appropriate regional level and taking into consideration the likely impact of fishing on the environment; contribute towards combating illegal, unregulated and unreported fishing, in particular by stepping up in a non-discriminatory fashion the management, control and follow-up measures for fishing operations; contribute towards strategies for the sustainable management of fisheries as defined by the coastal State, in particular by taking account of the development programmes elaborated at national and/or regional level with Community assistance in accordance with cooperation or association agreements; facilitate the integration of developing coastal States into the global economy, inter alia by promoting fair conditions of employment between the employees of the sector and by encouraging the creation of an environment that is favourable to private investment and to the development of a dynamic, viable and competitive private sector, notably by a framework supporting European investments and the transfer of technology and vessels; foster better global governance of fisheries at financial and political level, in particular by strengthening the capacity building of coastal States and by the fight against corruption.

La Commission européenne a donc proposé un ensemble de mesures qui permettront au réseau européen de résister aux pressions de plus en plus fortes auxquelles il sera soumis : - création d'un système centralisé de gestion des courants de trafic aérien coordonnant les centres indépendants actuels, - amélioration des communications, de la compatibilité technique et de la formation par le biais de l'harmonisation technique, - ouverture dans certains Etats membres de l'espace aérien militaire aux avions civils, - coordination communautaire de la planification des infrastructures aéroportuaires, avec possibilité de concours financier de la Communauté et amélioration du dialogue entre les aéroports et leurs utilisateurs, - étude d'un système intégré et automatisé de gestion descourants de trafic dans l'espace aérien européen. Amélioration des courants de trafic La Commission accorde une importance capitale à la mise en place d'un système centralisé de gestion des courants de trafic aérien en Europe parce que le réseau actuel des centres nationaux de contrôle de la circulation aérienne ne permet pas de gérer convenablement un volume croissant de trafic.
The European Commission has therefore proposed a series of measures which will allow the European network to cope with increasing pressure: - creation of a centralized air flow management system to coordinate the existing independent units - technical harmonisation to improve communication, technical compatibility and training - efforts by member states to allow some of the airspace reserved for military purposes to be made available for civilian use - Community coordination of airport infrastructure planning with possibility of Community financial support and a better dialogue between airports and their users - research into the development of a fully integrated and automated system for air traffic management throughout European air space Improving the traffic flow A centralised air traffic management system for European airspace is essential, in the view of the Commission, since the present network of national air traffic control centres is ill-suited to managing the growing volume of traffic.
