Pour les Verts, je vous le rappelle, la politique de l'emploi ne peut pas se limiter ainsi à la fonction d'accompagner, d'amortir les effets des soubresauts de l'économie globalisée en créant des filets de sécurité, en aidant les exclus à retrouver les chemins de l'employabilité, cela, c'est la limite du processus de Luxembourg, c'est aussi, évidemment, celle des lignes directrices proposées par la Commission pour 2002, et c'est aussi la limite du rapport de Mme Weiler qui s'inscrit dans cette logique.
I would like to reiterate that the Group of the Greens believes that employment policy cannot only have the function of monitoring or softening the peaks and troughs of the globalised economy by creating safety nets, by helping those who are out of work to find their way back into the job market. This is all the Luxembourg process has achieved, it is also, evidently, all that the guidelines proposed by the Commission for 2002 are likely to achieve, and is also all that the Weiler report, which is part of this approach, can achieve.

Il est certains points particulièrement importants que je voudrais évoquer : l’absence d’une information suffisante sur les moyens financiers dont disposent les États membres pour l’application de la stratégie, la nécessité d’un cadre entre les partenaires sociaux et les États membres pour l’application dans les entreprises de l’apprentissage tout au long de la vie, la nécessité d’associer l’objectif de la promotion de la mobilité à la réduction des inégalités régionales, le renforcement de la lutte contre le travail au noir - ce qui fait intervenir la question de l’immigration à laquelle s’est particulièrement référée Mme Weiler dans sa présentation orale -, ainsi que la nécessité de surmonter les obstacles spécifiques à la participation des femmes sur le marché du travail.
Certain particularly important points to which I should like to refer are: the lack of adequate information on the financial means available to the Member States in order to apply the strategy; the need for a framework between the social partners and the Member States for applying lifelong learning to companies; the need to combine the objective of promoting mobility with reductions in regional inequalities and for stronger measures to combat illegal employment – this links up with the issue of immigration to which Mrs Weiler referred in her personal presentation – and the need to deal with specific entry barriers to women on the job market.
